Menina Kobe FC and Diablossa Takada F.C. were promoted to the First Division, replacing INAC Kobe Leonessa B and Osaka City Ladies FC who were relegated to the Second Division.

Cerezo Osaka Sakai Girls were promoted to the Second Division. Withdrawing from the Second Division were Nara Genki SC Himiko, USED FC Takatsuki Speranza and Wakayama Youth SC Girls. Bunnys Kyoto SC Gracia were relegated to the Third Division.

AS Harima Albion were promoted from the Third Division to the Challenge League.
