Each year the prefectures of Japan compete in numerous sports in the National Sports Festival of Japan. In total there are forty-seven such prefectures. In women's football, sixteen qualifying teams participate in the final competition. This year's event takes place in Nagasaki and so they have qualified automatically as hosts. Hokkaido also qualified automatically and from the remaining regions fourteen teams played a series of play-offs to determine the participants for the final tournament which begins on October 18th with the final on October 21st.
Tohoku
Six teams, with two to qualify. The six teams were split into two groups for a round-robin competition. The two winners would qualify.
Group A
Miyagi 15 - 0 Akita
Akita 1 - 4 Iwate
Miyagi 3 - 0 Iwate
Group B
Fukushima 5- 0 Yamagata
Yamagata 0 - 1 Aomori
Fukushima 6 - 0 Aomori
Miyagi and Fukushima qualify for the final tournament.
Kanto
Eight teams, with two to qualify.
First Round:

Gunma 1 - 3 Kanagawa
Match 2:
Yamanashi 2 - 1 Ibaraki (aet)
Match 3:
Chiba 5 - 1 Saitama
Match 4:
Tochigi 0 - 3 Tokyo
Second round:
Match 5:
Kanagawa 1 - 1 Yamanashi
Kagoshima win 5-4 on penalties
Match 6:
Chiba 0 - 1 Tokyo
Kanagawa and Tokyo qualify for the final tournament.
Hokushin'etsu
Five teams, with one to qualify. Niigata, Nagano and Fukui were given a bye into the Second Round.

Four teams, with two to qualify.

Aichi and Shizuoka qualify for the final tournament.
Kinki
Six teams, with the winners of the knockout tournament to qualify. Osaka and Hyogo received byes into the Second Round.

Second Round:
Match 3:
Osaka 2 - 0 Kyoto
Match 4:

Chugoku
Five teams, with the top two teams to qualify. Yamaguchi, Hiroshima and Okayama received a bye into the Second Round.

Kyushu
Seven teams divided into two knockout tournaments, with the two winners to qualify along with the winners of the play-off between the two finals' losers. Oita were given a bye into the Second Round.
