Shimizu would have their revenge in the last game of the season, January 28th, 1990. In front of 1,300 spectators they beat Beleza 2-1 to take the title on goal difference. Shimizu took the lead in the eighteenth minute, Kioka Futaba scoring with Handa Etsuko assisting. The Shimizu defence held up well under sustained Beleza pressure, but eventually an equaliser was found, Takakura heading in from a corner kick. It looked likely that Beleza would go on to take the title, but just three minutes later Shimizu scored again, Kioka the provider this time, with Yamaguchi Sayuri scoring the championship winning goal.
Matches were eighty minutes in duration, with two points for a win, one for a draw and none for a loss. In the event of two sides finishing level in the table, the method of differentiation was first superior goal difference, then head-to-head record and finally play-off games.
